Murphy is looking forward to her first Christmas as a mother, and intends to do every tradition. But the arrival of her father and her Aunt Brooke turns Murphy into a referee as they resume their years-long feuding.
A wealthy cosmetic tycoon and her 12-year-old daughter who's dying from leukemia, strike up a sentimental friendship with a California politician. Since the girl has only six weeks or less to live, the trio fly to New York City where the daughter skates the ice rink at Rockefeller Center, assumes the lead in The Nutcracker ballet, and sight-sees most of the city.
Two days before Christmas, three children show up at FYI with a note from their mother. She says she cannot take care of them anymore, and thinks Murphy would make a good mother - much to Murphy's irritation.

Getting co-workers Christmas gifts is causing unhappiness, so Murphy suggests they donate to charity instead. But after Murphy secretly buys presents anyway, the rest become frantic trying to purchase items at the last minute.
Murphy wants to give Avery a memorable Christmas, but she becomes desperate when an impossible-to-find toy is at the top of his wish list. Murphy is not above pleading, cajoling and threats to make Avery happy.
Jack visits Leroy for a special reason. Meanwhile a couple find the body of a Marine first lieutenant, barefoot and thinly clothed, on a prayer rug in freezing weather in a park; Gibbs and company find the pieces and elicit a confession.
